Concertus Launches Link14 – A New £1bn Construction and Building Services Framework

Concertus is pleased to announce the launch of Link14, a major new Construction & Building Services Framework designed to support the delivery of public sector projects across England.
Valued at up to £1 billion over four years, Link14 will run from June 2027 to May 2031, building on the success of the existing Suffolk Construction & Building Services Framework, which has supported projects ranging from £10,000 to £40 million across a wide range of sectors.
A Framework Designed for Future Delivery
As the current framework approaches its expiry in May 2027, Concertus has taken the opportunity to evolve its structure, ownership, and geographic reach to better align with the changing needs of clients and the wider public sector landscape.
The introduction of Link14 reflects:
- The ongoing transformation of local government structures
- Increasing demand for flexible, scalable procurement solutions across multiple regions
- A desire to build on strong contractor performance and expand delivery beyond traditional geographic boundaries.
Expanding Beyond East Anglia
While maintaining a strong foundation in the East of England, Link14 will significantly expand its reach to include:
- East Midlands
- West Midlands
- Home Counties (Oxfordshire, Berkshire and Buckinghamshire)
- West Country (Gloucestershire, Wiltshire and Bristol)
Supporting a Wide Range of Projects
Link14 will provide access to delivery partners for:
- New-build construction
- Extensions and refurbishments
- Mechanical, electrical & plumbing (MEP) services
- Emerging opportunities in housing delivery, supporting anticipated demand.
The framework will have flexibility in its lot structure, with final details being shaped through market engagement to ensure it is fit for purpose for both clients and suppliers.
Driving Value Through Collaboration & Innovation
A key focus of Link14 is enhancing procurement and delivery outcomes through:
- Lot structures aligned to geographic and value bands
- New down-selection methodology to simplify the bid process
- The introduction of negotiation routes for complex projects
- Options for both direct award and mini-competition.
The Framework will be compliant with the Procurement Act 2023, with a strong emphasis on:
- Measurable KPIs
- Social value outcomes
- Value for money and whole life costings.
Market Engagement Now Underway
Initial market engagement is now live, with contractors invited to provide feedback on:
- Proposed lot structures
- Value bands and geographic coverage
- Opportunities for housing delivery
- Procurement approaches and framework improvements.
Engagement events are scheduled for Thursday 2nd July in Suffolk and Thursday 9th July in Leicestershire, ahead of the formal procurement process, which will begin in September 2026.
